Vista Irrigation District Board Holds Annual Organizational Meeting (December 7, 2017)
The Vista Irrigation District (VID) board of directors elected Paul Dorey as its president and Jo MacKenzie as its vice-president for 2018 at its annual organizational meeting.
Dorey has served on the board of directors since December 2006. This will be the third time he has led the board since being elected. Dorey represents division 3, which encompasses central and northeast Vista and unincorporated areas of the county of San Diego.
Dorey has served as the chair of the district’s Warner Ranch, groundwater, water sustainability and public affairs committees and as the district’s representative on the San Luis Rey Watershed Council. He has also been actively involved with the Southern California Water Committee, Association of California Water Agencies/Joint Powers Insurance Authority and the Groundwater Resources Association, which he helped form in 1992.
MacKenzie, who has served on the VID board since December 1992, represents division 5, which includes northeast and southeast Vista, north Twin Oaks Valley and the Bennett area in the city of San Marcos.
MacKenzie is a land use planner and has been active in the Vista and San Marcos communities for many years. She has served as the chairperson of the district’s fiscal policy, public affairs, Warner Ranch and water sustainability committees. MacKenzie has also been actively involved with the Association of California Water Agencies; with the California Special Districts Association; with the San Diego Local Agency Formation Commission, serving as the commission’s vice-chairperson; and with the Special District Leadership Foundation, serving as its treasurer.
