Request for Proposal: Environmental, Engineering and Design Services for the Vista Flume Replacement Pipeline Project
The Vista Irrigation District (District) is currently requesting proposals for Environmental, Engineering and Design Services for the Vista Flume Replacement Pipeline Project. The project limits span over 10 miles from the Escondido Vista Water Treatment Plant in Escondido, adjacent to Dixon Lake, to the District’s Pechstein Reservoir located along Buena Creek Road, just over one mile west of Twin Oaks Valley Road in the City of San Marcos. The purpose of the project is to replace the District’s 100-year-old Vista Flume, which has reached the end of its useful life.

The scope of work includes, but is not limited to, pipeline design and construction document preparation for a roughly 12 mile long, 36-inch diameter steel pipeline including open trench and trenchless construction methods, California Environmental Quality Act document preparation, extensive utility research, geotechnical and geophysical studies, potholing, surveying, permitting and potentially public outreach and public relations services.
As noted on the tentative schedule in the RFP, the District has a site visit planned on March 19, 2026. Please contact the project manager listed in the RFP to RSVP for the site visits by 5:00 PM, March 10, 2026, for your proposal to be considered. Perspective consultants will meet in the lobby at District headquarters at 8:30 AM located at 1391 Engineer Street, Vista, CA 92081. A brief overview of the project will be presented. The Pechstein Reservoir site visit will commence at approximately 9:00 AM with the EVWTP site visit commencing at approximately 10:00 AM. Transportation will not be provided. Carpooling is highly encouraged.
