NOTICE IS HEREBY GIVEN that the Board of Directors of VISTA IRRIGATION DISTRICT (herein called "District") invites and will receive sealed bids only at the office of the District, located at 1391 Engineer Street, Vista, California 92081, until 4:00 p.m., local time, on the 29th day of April 2025, and then will be publicly opened and read aloud for the ACCESS, FIRE AND BURGLAR ALARM CONTROL SYSTEM, which includes the following:

The work generally consists of providing New Monitoring, Control and Software for Building Access, Fire and Burglar Alarm Systems to the Vista Irrigation District. The Contractor is to replace the existing fire alarm and burglar alarm system, with integrating system equipment or specify requirements. MANDATORY SITE VISIT: Tuesday, April 22, 2025, at 9:00 a.m., has been designated as a time for Contractors and their subcontractors to have a mandatory pre-bid conference and site walk. Site visit meeting location: 1391 Engineer Street, Vista, CA 92081.

Prior to the IFB submission deadline, questions may arise regarding the specifications or administrative matters. All requests for clarification or questions are to be submitted electronically via the District’s PlanetBids portal, using the Online Q&A feature only, no later than 11:00am on April 28, 2025. Contact with other agency officers or employees regarding this IFB is prohibited without prior consent. Proposers that directly contact officers or employees risk disqualification.

In accordance with the laws of the California Department of Industrial Relations and jurisdiction where the Work is located, the Owner has adopted the general prevailing wage rates for each craft or type of workman needed in the execution of the Work. Electronic copies of the wage determination are available at www.dir.ca.gov/DLSR/PWD. All bidders must be registered with the Department of Industrial Relations prior to submitting bids. Also, all bidders must comply with CARB requirements as described in California Code of Regulations, Title 13, (“13 CCR”) section 2449(n). No proposal will be accepted from a Contractor who has not been licensed in accordance with the laws of California to perform the work herein described.
